The issues and topics covered in this briefing will shape the future of further education in England including the Post 16 Area reviews. There has never been a more important time for your branch to be involved in the big discussion about the issues that affect the future of FE. The location and details for each briefing can be found at the bottom, please register for the one that is nearest you. Post 16 Area Reviews You will be aware that the Government has unveiledplansfor area reviews, with a vision of fewer, larger colleges with a greater specialisation on professional and technical education. Reviews have already begun in some areas and more are rolling out fast across England. The reviews are creating turmoil in the sector even where they have not yet been scheduled as college leaders try to pre-empt their outcomes with their own proposals. needs to respond to each of the reviews and reactions to them with one voice to ensure the best outcome for our members and learners. A briefing and guidance for branches has been produced which provides background on the policy that underpins this review, outlines our concerns, and gives details on the process and timescales to which the national and area reviews are working. It also makes recommendations on how branches should seek to engage with their management on the issue. The intention is to update the advice in the light of experience. For the moment, it is crucial that branches work closely with their regional officials to ensure that there is a coherent collective response wherever change to FE college organisation is under review. Regional Officials for colleges in areas already included in a Post 16 Area Review have been in contact with the affected branches to help co-ordinate s local and regional response. New Model Organisational Change Agreement Many FE colleges are in the middle of another round of knee-jerk redundancy, contract change and re-structure exercises that have blighted the sector for years and are being made worse by the scale of funding cuts. These re-organisations are often ill thought through and costly exercises conducted under unnecessarily short time frames. The area reviews mean that some colleges are rushing to restructure or merge in order try to avoid the process being done to them by doing it themselves. A far more long-term and considered approach to change is required at a local level. An approach that is inclusive, not rushed and is given the time required to consider all options before decisions are made. approached the Association of Colleges to negotiate a new national guidance agreement on the handling of organisational change in further education to assist and support colleges dealing with significant change. Unfortunately the AoC said that it did not have a mandate to negotiate such an agreement. Therefore, in order to assist branches that want to establish an enhanced agreement with their college on all aspects of organisational change and redundancies has produced a model agreement for branches to use when negotiating improved procedures. Procedures to ensure genuine and meaningful dialogue and consultation on all re-structure proposals to allow for alternatives to be considered before final decisions are made. Comprehensive procedures for minimising and mitigating negative impacts on staff during reorganisations including provision of salary protections and voluntary severance packages. Orderly, objective and transparent procedures for dealing with staffing changes including slotting in, bumping, retraining and redeployment. Enhancement to statutory redundancy consultation periods. With these procedures in place better, more strategic and long-term decisions can be made which will avoid the annual round of uncertainty and provide more security to those working in colleges and better outcomes for the organisations as a whole.
