You will also have read in FE News No 59 that s Further Education Committee met on 3 July and rejected the AoCs provocative position on pay. In line with the annual further education sector conference position, FEC voted to arrange a strike ballot to be opened by the end of September. You should have received matrices from s membership department for you to check the accuracy of our membership records and make required amendments in preparation for the ballot. The deadline for response is 31st July. If you have not yet received these matrices for checking please contact your National Membership Contact or email  HYPERLINK "mailto:membership@ucu.org.uk" membership@ucu.org.uk. In order for the union to conduct a ballot for strike action a trade dispute must exist between the union and each college that will be included in the ballot. Attached to this update is a draft of a letter (Annex 1) which, unless your branch has submitted a local pay plus claim, has been sent to your principal today. Unless the college confirms by noon 11 September 2015 that they will meet our 2015/16 claim of an increase in pay of 1 per working hour for all staff, a trade dispute will exist between and the college. Branches which have submitted the national pay claim locally with additional claim elements can also participate with coordinated ballots and action. These branches will need to hold branch meetings before 11 September to consider the progress of the negotiations with their particular employer and decide whether to join coordinated ballots and action. Regional officials will contact these branches to confirm arrangements. After 11 September we will again write to those colleges who have not met our pay claim and provide them with the required statutory notice of our intention to conduct a ballot for strike action with our members opening before the end of September. Further information on the ballot will be provided in due course. Campaigning materials to support a YES vote will be delivered to branches in the week beginning 24 August and an FE News for members will be released the same week. This unprecedented recommendation is very disappointing and extremely unhelpful at a time when the sector had been showing hitherto unseen solidarity while explaining the vital role of further education to decision makers and campaigning for it to be properly funded. The AoCs decision to recommend a pay freeze is especially disappointing. Choosing to recommend to colleges which have budgeted to provide a pay increase (of which yours may be one) that they freeze the pay of their staff is provocative and definitely not the kind of leadership our sector needs. I write to inform you formally that cannot accept, and has therefore rejected the AoCs recommendation that colleges freeze pay for 2015/16. Consequently, unless you confirm to us by noon 11 September 2015 that you reject the AoCs recommendation and will meet the claim of an increase in pay of 1 per working hour for staff on all pay points, a trade dispute will exist between your institution and s members employed there. intends to call on its members to take industrial action in support of our pay claim for 2015/16.
