At its February meeting HEC was advised that the Health Educators Advisory Group had held a focused and detailed discussion on workload protection issued in response to the motion on health educator workloads carried at Congress 2011. The motion raised concerns about the difficulties health educators face in being able to undertaking scholarly activities and exercising their full annual leave entitlements in the light of multiple student intakes each academic year. The Group, referring to the document  HE Workload Protection - a UCU local negotiating guide , have now agreed to propose an amendment to the guide aimed at improving its practical relevance to the specific issues facing health educators, and to reflect the role of the health profession regulatory bodies and regulatory requirements governing student-staff ratios for pre-registration health training. Recommendation It was agreed to recommend that HEC approve the amendment of UCU s Workload Protection Guide to include the following specific advice in relation to health educators: Workload Agreements should: Appropriately recognise the demands placed on Health Educators teaching, teaching related and student support activities; Acknowledge the requirements of health professional regulatory bodies in relation to student-staff ratios; Embody the necessary flexibility, in light of multiple student intakes per academic year, to allow Health Educators to use their full entitlement of annual leave throughout the year; Guarantee that Health Educators have sufficient time to engage in scholarly activity and professional development, in view of the fast changing arena of health care, politically and medically; Incorporate adequate time for Health Educators to practice and update their clinical skills Report The Health and Social Care Act became law on 29 March. The Group noted that the legislation will abolish strategic health authorities (SHA) and Primary Care Trusts in England and, in relation to education, will establish: Health Education England (HEE) a new special health authority charged with national oversight; Local education and training boards (LETBs)  the vehicle for articulating local employer priorities for education and training. The SHAs, which will remain in place as statutory bodies until April 2013, have been actively working to develop transitional LETBs for their areas. In preparation, some SHAs have merged since October 2011 to create new single management frameworks for their areas i.e. the respective SHAs for the North West, North East, and Yorkshire and Humberside have merged to become the North of England SHA; and East Midlands, West Midland and East of England SHAs to become the Midlands and East SHA. The Group suggested that UCU should work to gather information and evidence on the impact these changes are having on health educators and universities, as well as the private companies who are looking to profit from the education and training of the NHS workforce. It was felt that the forthcoming health fringe meeting planned for Congress 2012 would help mark the start of UCU s work to fight against the worst aspects of the NHS changes. The Group considered the emerging picture of the cuts in health training commissions across the UK e.g.: Midlands and East SHA anticipates reducing education commissions across a range of allied health professional groups in the East Midlands area; North of England SHA s education commissioning intentions, from 2011/12 onwards, plan a return to 2009/10 commissioning levels for physiotherapists (15 % lower than in recent years); and a reduction of up to 19% in adult /mental health/learning disability nursing in the Yorkshire and Humberside area. There is also to be a continuation of reductions nursing and midwifery places into 2012/13, in the North East area, resulting in a drop in the student population from 3,200 to circa 2,400 from 2015/16 onwards; South West SHA intends to achieve 15% and 4% reductions in learning disability and mental health nursing respectively. The planned reductions in commissions equate to a 13% reduction across all programmes; Wales UCU is pressing the Welsh government for details of the consultation on its Review of Non Medical Healthcare Education Provision. UCU Wales is in discussions with Royal College for Nursing (RCN) Wales about the review; Scotland In February the Scottish Funding Council announced a further reduction in nursing and midwifery pre-registration training places next year (2012/13). The target of 2,410 represents a cut of 270 places from the present level (2,680), and follows a cut of 355 places in 2010/11 (3,037). The Group discussed the RCN report, published in March, about older people s nursing, setting out the threshold of staffing levels below which care becomes compromised on older people s wards, and making the case for an more acceptable and appropriate mix of qualified nursing staff to non qualified staff. It was noted that similar arguments pressing for more professional training places in universities to deliver high standards of patient care were put forward by the UCU in response to the government s consultation on changes to the NHS education and training system.
