Health and Social Care Bill The Group discussed the Department of Health s new policy framework for workforce planning, and education and training of the NHS workforce in England, published on 10 January. Entitled  Liberating the NHS: Developing the Healthcare Workforce  from Design to Delivery , the Framework claims to build on consultation responses and the advice of the NHS Future Forum. NHS Future Forum was set up to carry out the infamous  listening exercise last year when the public outcry forced the Government to put the Bill on hold. The Future Forum s report,  Education and Training  next stage containing its advice, was also published on 10 January. The Group noted the following key points from the publications: The central ideological planks of the NHS reforms remain intact i.e.: The focus on employer led, market driven arrangements The abolition of Strategic Health Authorities from April 2013 And the structure of the education and training system proposed back in March 2011 is essentially the same i.e.: Health Education England (HEE) a new special health authority charged with national oversight Local education and training boards (LETBs)  the vehicle for articulating local employer priorities for education and training However there are a few new developments: Some acknowledgement of the importance of the health academy in respect of the relationships between health, education and research, in bringing about new developments and innovation. The new Academic Health Science Networks initiative is identified to help this process The Nursing and Midwifery Council (NMC) will be tasked to develop post qualification career pathways for nurses and midwives Possible compulsory statutory regulation of public health specialists The advisory structure for the new Health Education England to be made more representative of the professions, including education , professional bodies etc A duty to cooperate in planning and provision of education will be placed on LETBs There is no significant move to improve the current funding position on continued professional development (against the advice of the Future Forum) ; Multi Professional Education and Training (MPET) is categorised as funding to train new staff only i.e. pre-registration training the funding of CPD being the responsibility of employers. The Bill is still before the House of Lords therefore opportunities to change the proposals remain before it returns to the Commons, where the government can rely on party whips to get it passed. At the time of writing the TUC published details of a  Rally to Save Our NHS taking place on 7 March, 18.00-19.30, Central Hall Westminster. NHS Training Commissions The picture of cuts in training commissions across the UK is becoming clearer. In England, compared to 2010/11 levels, there has been a fall of 10% and 6.4% in nursing and allied health profession places respectively, and a slight rise of 0.8 % in midwifery places. The impact of the cuts across the English regions has been dramatic i.e. North West Strategic Health Authority (SHA)is planning to cut hundreds of health education places; Yorkshire and Humberside SHA s cuts have targeted physiotherapy commissions; and NHS London has cut its adult nursing places by 20%. There is great concern that discussions between SHAs and universities contracted to deliver 2012/13 training commissions are shrouded in secrecy and subject to confidentiality agreements, adding to the anxiety of our members. The Scottish Funding Council has announced a further reduction in nursing and midwifery pre-registration training places next year (2012/13). The target of 2,410 represents a cut of 270 places from the present level (2,680), and follows a cut of 355 places in 2010/11 (3,037). The Welsh government plans to issue a strategic health workforce development framework in spring 2012, and has warned of far reaching consequences for commissioning of nursing, midwifery allied health professional places. The Northern Ireland Executive s nursing and midwifery review (2010/11) has recommended there should be no change in the number of nursing places and an increase (5) in midwifery places. Workload protection The Group held a focused and detailed discussion on workload protection in response to the motion on health educator workloads carried at Congress 2011, which raised concerns about difficulties health educators face in undertaking scholarly activities, and exercising their full annual leave entitlements in the light of multiple student intakes each year. The Group referred to the  HE Workload Protection - a UCU local negotiating guide and suggestions were made about improving its relevance to the specific issues facing health educators, especially in relation to the role of the health profession regulatory bodies and the statutory requirements governing the provision of pre-registration training. The Group agreed to develop a set of proposed amendments to the Guide for recommendation to the next meeting of HEC. General updates The members of the Group shared the following updates: Following review the NHS bursary in England has been replaced with a new NHS student support package from September 2012 comprising: Ѓ1000 non-means tested grant Access to a means tested bursary up to Ѓ4, 395 Access to non-means tested loan of up to Ѓ2324 Access to travel and childcare allowances unchanged. It was note that the health unions felt the outcome was considerably better than the worst case scenario. There was concern about the potential repercussions of the 40% increase of overseas nurses on the Nursing and Midwifery Council s register. Devolution implications Membership of the Health Educators Advisory Group is drawn from across the devolved nations and English regions.
